China's State Council on Tuesday proposed the creation of an international development cooperation agency.
The proposal was in a plan on institutional restructuring submitted to the first session of the 13th National People's Congress.
The proposed agency will be responsible for issues related to foreign aid, including developing plans and suggestions for targeting aid, and evaluating implementation.
The proposed agency would give full play to foreign aid as a key means of major-country diplomacy, enhance strategic planning and coordination of foreign aid, and better serve the country's overall diplomatic strategy and the Belt and Road Initiative, Xinhua reported.
