The Beijing Municipal Science and Technology Commission, Zhongguancun Management Committee, and five other departments recently collectively issued the “Benchmark Incubator Cultivation Action Plan (2022-2025).”The plan highlights the objective of establishing 20 benchmark incubators which will lead the upgrade of 100 existing incubator hubs across China by 2025. In addition, the project aims to cultivate 2,000 Chinese high-tech enterprises and 500 gazelle enterprises, maintaining consistent innovation and entrepreneurship.

Beijing municipality will support the construction of benchmark incubators through financial subsidies, equity investment, and entrusted space operation. Not only will the municipalities continue to strengthen precise services, but they will also open doors for market supervision, human resources, and environmental protection.
In addition, under the positive effects of incubator hubs, the Beijing municipality will encourage foreign professionals with expertise to apply for their business permits in China via the incubator hubs.
