Beijing's sub-center released a guideline on Thursday to improve its business environment for enterprises and boost high-quality development.

The guideline aims to build a demonstration zone of high-quality business environment and serve for Beijing's construction of the pilot free trade zone and the national integrated demonstration zone for expanding opening-up of the service sector.

An online platform will include more services to make it easier for enterprises to register. Administration procedures have been streamlined for them to get business licenses with efficiency and convenience.

The sub-center has made efforts in protecting the intellectual property rights (IPR) of small and medium-sized enterprises, such as implementing national standards and building a financing platform to provide financial services regarding IPR. An integrated IPR protection mechanism covering the Beijing-Tianjin-Hebei region will be established, including professional services, a service platform, and an expert team.

The sub-center will cooperate with three neighboring counties in Hebei's Langfang on market regulation and food safety. The sub-center will also establish a citizen hotline that aims to protect consumers and promote a better environment for consumer spending.
