  Temporary tariff exemption set for certain imports exhibited at CIIE

The import value-added tax and consumption tax on those goods will be reduced to 70 percent of the tax payable, according to the statement.For a list of 73 goods from 35 companies, the ministry has limited the sales quota that can enjoy the tariff cut policy. For other goods not on the list, the sales quota will not exceed $20,000, the statement said.Similar measures were issued during the first China International Import Expo.Imported goods, the statement explained, will exclude categories prohibited by the country, such as endangered animals and plants, as well as 20 kinds of goods and automobiles not subject to tax reduction and exemption.

So this time for the second expo, we expanded our exhibition area and list of products," said Liu Jun, China president of Cargill.Cargill is just one of the foreign enterprises that have tasted the sweetness of Chinas 40-trillion-dollar "big import cake" baked in the inaugural CIIE, a brainchild of Chinese President Xi Jinping and a long-term mechanism to facilitate the countrys opening up.In his speech addressing the opening of the first CIIE, Chinese President Xi Jinping said Chinas imported goods and services are estimated to exceed 30 trillion US dollars and 10 trillion dollars, respectively, in the next 15 years.One year on, China has lived up to its promise to open its door wider and proved the trail-blazing expo is not a mere gesture.REINFORCED CONFIDENCEJust one month after the first CIIE, US engineering firm AECOM set up its China headquarters in Shanghai, and its new Chengdu office and global delivery center in Changsha were opened this April."The first CIIE reinforced our confidence in Chinas business.   The Second China International Import Expo (CIIE), the worlds first import-themed national-level fair, will take place fromNovember 5-10 in Shanghai.Against the backdrop of protectionism and unilateralism, China continues to widen its market access to global investors.HoldingtheCIIE on an annual basis is solid proof of that. Despite surging protectionism and trade disputes in the world, China, as the worlds largest exporter, hosts the CIIE and takes concrete actions to further open up its market.This shows that China is committed to the fundamental national policy of reform and opening-up and that China is a positive force in safeguarding free trade in the world.Global trade growth is facing downward pressure. In April 2019, the World Trade Organization (WTO) lowered its forecast for global trade growth this year from 3.7 percent to 2.6 percent, due to economic uncertainties. In such a context, a country can develop its economy only by opening its doors and engaging in multilateral cooperation to achieve sustainable economic growth.Holding the second CIIE indicates that this Expo can become an effective mechanism for enterprises from all over the world to enter the Chinese market. From this point of view, there is still room for improvement in this Expo mechanism.To make full use of the CIIE to expand imports, China can consider giving preferential policies such as permanent tariff reduction or tariff exemption to imported commodities at the Expo. During the first Expo last year, imported commodities enjoyed tariff-free treatment within a certain sales volume, which attracted a large number of foreign companies to attend the Expo.If we can take the Expo as a pilot project of "zero tariffs" under the "zero tariffs, zero barriers and zero subsidies" initiative, it will not only attract more participants; but give China more experience to move toward the "Three Zero" initiative.In terms of exhibit...
