Within 24 hours after Tianjin announced its latest talent-incentive plan, over 300,000 people submitted their applications to the local government.
The Tianjin administrative service center stayed open last weekend to accommodate the applicants.

At the start of the World Intelligence Congress last week, Tianjin announced a talent-attracting plan which lowered the threshold for talent to get a permanent residency in Tianjin.
The plan is aimed at top talent in innovation and entrepreneurship to meet the needs of development in emerging industries, providing at most 10 million yuan for scientific research.

“Haihe Talents” is a great reform in Tianjin’s residency policies: The age limit for bachelor’s degree holders is 40 and 45 for master’s degree holders. Those with doctorates are exempt from the age requirement.
