City departments, including the Municipal Ecological Environment Bureau and Municipal Commission of Planning and Natural Resources, will jointly make a survey of polluted soil and establish stations for environmental monitoring across the city, according to the measure.

It will also increase regulation and control of pollution sources, make a list of key polluters for tighter monitoring and share information on the release of harmful substances into the environment.

The action plan states that Beijing will fully ban the import of waste from other countries through more efforts by Beijing customs and the city's public security bureau. Beijing Municipal Ecological Environment Bureau will also strictly enforce import licenses for solid waste.
