Carrie Lam: HKSAR govt to ensure fair district council polls

Carrie Lam, chief executive of Hong Kong Special Administrative Region (HKSAR), said on Tuesday that her government will do everything possible to ensure the 2019 District Council Ordinary Election, scheduled for November 24, is held in a fair manner.

Lam made the remarks at a press conference, stressing the election will be conducted in accordance with the law. 

She also said her annual policy address will focus on land and housing measures, and livelihood issues are on the top of her administration's priority list. 

Lam is expected to deliver her policy address at 11 a.m. on Wednesday in the Legislative Council, and there will be a 90-minute session for lawmakers to raise questions to Lam on the policy address the following day.

The new LegCo session would resume on Wednesday, three months after protesters stormed the building on July 1 and brought an early end to the previous round.

Speaking of the weekend chaos and attacks on the police, Lam said the government should consider "every means" to end the violence, calling on the society to unite for calm and order.

She condemned the escalating violent attacks on the police and media organizations. She said police officers have been the main target of rioters, and restaurants and media organizations have been vandalized for supporting the police and the SAR government, while reporters and the press have been bullied and threatened for giving out a different opinion. 

Such behaviors have harmed the freedom of speech of Hong Kong residents, she stressed.
