Chief Executive of China's Hong Kong Special Administrative Region (HKSAR) Carrie Lam started to deliver the 2020 policy address on Wednesday morning.

Lam laid out the city's economic recovery measures amid the COVID-19 pandemic, and said the main objective of her address is to look for ways to get the city out of the impasse.

She said the central government will reserve some vaccines developed or produced on the mainland for Hong Kong residents, and the region's economic development will be given new impetus.

Lam stressed the importance to fully implement the "One Country, Two Systems" policy and protect the Basic Law. She acknowledged that the implementation of the national security law has helped restore stability and fueled an economic rebound.

The policy address, originally scheduled in October but postponed, is Lam's fourth policy address since she was sworn in on July 1, 2017.
