Over the past week, rioting seriously affected the safety of people in the HKSAR, several universities were occupied by rioters, and the extent of the destruction is appalling, Lam added.

On Sunday night, protesters set the Hung Hom flyover ablaze, which sits close to the Hong Kong Polytechnic University. Protesters threw petrol bombs at an armored police vehicle while police were busy dispersing crowds.

On Tuesday, China's State Council appointed Tang Ping-keung as Commissioner of Police of the HKSAR, in accordance with the HKSAR Basic Law, following the nomination and suggestion of HKSAR Chief Executive.
