China issues guideline to further improve social mobility

BEIJING, Dec. 25 (Xinhua) -- China has issued a guideline to step up reform to improve social mobility of labor force and talent, in support of the country's sustained economic growth.

The guideline, jointly issued by the General Office of the Communist Party of China Central Committee and the General Office of the State Council, stresses efforts to generate high-quality mobility opportunities and encourage innovation and entrepreneurship.

More efforts will be made to influence regional mobility via the household registration system and public services, said the guideline.

Restrictions on residence registration will be completely lifted for cities with a residential population of less than three million in urban areas.

Conditions for residential settlement will be relaxed for large cities with a residential population of three million to five million in urban areas, according to the guideline.

The settlement policies for mega cities with a residential population of above five million in urban areas will also be improved, the guideline said.
