China's State Council Tuesday passed a draft regulation on the implementation of the Food Safety Law, detailing the responsibilities of production operators and governments as well as accountability measures.

Under the draft rules, law-breaking enterprises together with their legal representatives and responsible personnel will face severer punishments.

The draft also optimized food safety standards and risk monitoring systems so as to ensure food safety and better protect the health of the people, according to a State Council statement.
