A highlight of the latest revision is strengthening the protection of the rights of home owners in urban communities, especially in handling property-related community affairs.

The move addresses issues that have caused broad public concern such as the difficulty in establishing home owner committees or using public maintenance funds.

Also stipulated in detail in the draft section are rural collective property, uninhabited sea island ownership and rights to residence.
