CFDA announced it has revoked Changsheng's vaccine and biological product production license. Jilin Food and Drug Administration Drug revoked Changchun Changsheng’s Manufacturing Certificate and all illegal products, and also imposed a fine of 9.1 billion yuan in total.

The CFDA, National Health Commission, Banking Regulatory Commission, Jilin Province government and relevant departments have formulated the rabies vaccine compensation implementation plan for victims as follows:

People suffering from an ordinary disability will receive 200,000 yuan ($28,942) per person. People suffering from severe disability or paralysis will receive 500,000 yuan ($72,356). In the case of death, families will receive 650,000 yuan ($94,063).

Gao Junfang and 13 people directly in charge of Changchun Changsheng Life Sciences Ltd will also face penalties. The case has been transferred to judicial authorities.

The company, China's second-largest rabies vaccine maker, was suspected of violating China's drug production quality management protocols by making substandard rabies vaccines for human use. Fifteen people involved in the illegal vaccine production case involving Changchun Changsheng Life Sciences Limited were detained in July.
