China to enhance anti-monopoly supervision in transportation sector including car-hailing: authorities

China will further strengthen anti-monopoly supervision across the transportation sector, and increase compliance requirements for online car-hailing platforms, according to an announcement released on Tuesday by the Ministry of Transport of China (MOT) and eight other government authorities.

The announcement notes that regulators will cover all aspects of service delivery for emerging business models to guard against the risk of monopoly. The disordered expansion of capital in the sector including dumping service-products with low price, big data-enabled price discrimination and other illicit promotional tactics inducing and fraud will be quickly addressed.

In addition, the announcement flags new compliance requirements for online ride-hailing platform, including strengthened licensing requirements for both vehicles and drivers.

The announcement also vowed to create a fair industry environment for the transportation sector. Officials are also seeking to improve pricing mechanism in the industry, including disclosing the amount digital platforms can draw from each fare. Industry participants' social insurance, fair pay requirements, time for break and working conditions will also be reviewed, the announcement read.
