China will establish the list to protect international economic and trade regulations, fight unilateralism and protectionism, and safeguard national security, public interest and the legitimate rights of enterprises, said Gao Feng, a spokesperson with Chinese Ministry of Commerce.

The list will include foreign enterprises, organizations and individuals that block and cut supplies to, or take discriminatory measures towards Chinese companies over non-commercial purposes, that substantially damage the legitimate rights and interests of Chinese companies or relevant industries, and that jeopardize China’s national security, Gao said.

The Chinese government will take necessary measures on the entities added to the list, and the measures will be announced soon, Gao added.

China will establish the list based on relevant laws and regulations, noted Gao.

As uncertain factors increase and the influence of unilateralism and protectionism rises, the multilateral trading system faces serious challenges, disturbing normal international economic and trade activities, said Gao. The actions of some foreign entities taking discriminative measures towards Chinese companies not only harm Chinese companies and jeopardize China’s national security, but also pose a threat to the global economy and hurt relevant enterprises and consumers, he said.
