Shanghai launches pilot program for global data cooperation

Shanghai has officially launched a pilot program for international cooperation in the data sector, the authorities announced on Wednesday at the opening of the 2026 Global Digital Cooperation Forum and Global Data Week.

Guided by the National Data Administration, Shanghai is among the first cities selected to test new frameworks for cross-border data collaboration.

The pilot will cover six key areas and 17 specific tasks. Looking ahead to 2030, the city aims to build a new system for international data cooperation featuring advanced infrastructure, mutually recognized rules, empowered platforms, and integrated application scenarios.

The initiative focuses on unlocking the value of data, boosting the digital economy, and supporting companies expanding overseas. It also seeks to establish a high-standard foundation for cross-border data flows, a regulatory alignment system, and a more coordinated ecosystem for global digital services.

Officials said the program will explore new approaches to global digital governance and facilitate smoother, more efficient cross-border data movement.
