BEIJING, June 26 (Xinhua) -- The Standing Committee of the 14th National People's Congress (NPC) concluded its 23rd session on Friday in Beijing.

At the closing meeting, lawmakers voted to adopt the revised trademark law and a decision on amending the law on certified public accountants.
The session also voted to remove Guan Zhi'ou from the position of minister of natural resources.
President Xi Jinping signed two presidential orders to promulgate the law and the decision, and a third one to announce the decision on the personnel change.
Zhao Leji, chairman of the NPC Standing Committee, presided over the closing meeting.
The meeting approved the central government's final accounts for 2025, a deputy qualification report and other personnel-related bills.
While addressing the closing meeting, Zhao said that publicity and education on the rule of law constitute a long-term, foundational undertaking for comprehensively advancing law-based governance of the country.
Publicity and interpretation should run through the entire legislative process, from agenda-setting and research to drafting, public consultation, deliberation and promulgation, he said.
He called for greater efforts to explain the background, objective, key provisions and significance of legislation, so as to build broader public understanding and support for new laws while making the legislative process itself an opportunity to raise legal awareness and promote the rule of law.
He also urged innovation in the publicity and interpretation of legislation, while calling for wider solicitation of public opinion and greater use of public wisdom in the legislative process.
Zhao chaired a meeting of the Council of Chairpersons of the NPC Standing Committee before the closing meeting, and presided over a lecture for lawmakers afterward.
