The China Institute of International Studies has released the Blue Book on International Situation and China's Foreign Affairs (2025/2026), which systematically expounds on the theoretical and practical innovations in Xi Jinping Thought on Diplomacy in 2025.

In 2025, the Central Committee of the Communist Party of China (CPC) with Comrade Xi Jinping at its core has keenly grasped the development trends of China and the world in the new era, continued to advance innovation in diplomatic theory and practice, and guided work related to foreign affairs to a historic new milestone, the book says.

The Central Conference on Work Related to Neighboring Countries was convened in 2025, setting the overall goal of building a community with a shared future with neighboring countries and injecting new and strong impetus into the development of China's relations with neighboring countries.

According to the book, China's diplomacy has upheld the vision of building a community with a shared future for mankind, has continued to promote a new type of international relations, has effectively implemented four major global initiatives, and has provided countries with more opportunities for development through greater opening-up.

The book argues that in 2025, as old and new contradictions erupted amid profound changes unseen in a century, regional wars and conflicts broke out one after another; unilateralism, hegemonic practices and acts of bullying caused severe damage; peace and development faced severe tests; and the international order suffered unprecedented disruption. The world faced the real danger of reverting to the "law of the jungle," it reads.

According to the book, the evolution of the international landscape reached an important turning point as unipolar hegemony became increasingly unpopular.

The need to uphold multilateralism, pursue mutual benefit, win-win cooperation, and safeguard world peace and development is growing, while a new landscape is taking shape amid profound turbulence in the international situation.

In 2025, in the face of a volatile international landscape, China, guided by head-of-state diplomacy, has remained committed to understanding the broader trend of the times, upholding justice and pursuing the right path.

It has adhered to dialogue over confrontation and partnership over alliance, promoted a framework of major-country relations featuring peaceful coexistence, overall stability and balanced development, and worked with neighboring countries to build a peaceful, safe, prosperous, beautiful and amicable home.

China has strengthened solidarity and cooperation with developing countries, actively reformed and improved the global governance system, and contributed to global openness and cooperation.

These efforts have made new contributions to building a strong nation, advancing national rejuvenation and building a community with a shared future for mankind.

Published by the World Affairs Press, the book has been released annually in Chinese since 2006, and in Chinese and English since 2009.

Compiled by the China Institute of International Studies, the book consists of two parts.

The first part analyzes emerging trends in the international strategic landscape, regional and country-specific situations, the global economy, international security and global governance, from the perspective of China's relations with the world.

The second part focuses on the latest achievements and initiatives of China's major-country diplomacy with Chinese characteristics, providing a dedicated analysis of China's foreign policy and new developments in China's relations with other countries.
