China calls for global AI governance framework amid rapid advances
China on Tuesday called for a balanced approach to artificial intelligence (AI), saying the technology must be steered toward good and governed through broad international cooperation as it advances at breakneck speed.

Chinese Foreign Ministry spokesperson Guo Jiakun made the remarks after a reporter asked for further explanation of China's response a day earlier to calls by US technology executives for slowing frontier AI development. The reporter also asked how China assesses risks that AI could be used to produce biological weapons.
"We have noted recent remarks by people in the US AI industry," Guo said. "The faster AI technology advances, the more important it is to anchor its direction toward good and the benefit of humanity, to precisely grasp the scale of regulation and governance, and to improve measures to prevent loss of control in a timely manner."
Guo said China has always attached equal importance to AI's development and security and attaches high importance to various endogenous and derivative risks brought by AI. He said China is committed to securing the bottom line of safety, improving laws, regulations, policy systems, application norms and ethical rules, and preventing abuse and misuse so that AI remains safe, reliable and controllable.
China's relevant departments released the AI Safety Governance Framework 3.0 a day earlier, Guo said. The framework sorts and updates categories of AI safety risks and offers suggestions for optimizing technical responses and comprehensive governance measures, he added.
Guo described AI as the common wisdom and valuable asset of all humanity, saying its development and governance require true multilateralism, with all countries participating in forming a global governance framework that enjoys broad consensus. "Relying on only a few countries or companies cannot produce an effective solution," he said.
China always supports the UN’s role as the main channel in global AI governance, Guo said. China is participating in multilateral AI governance in a responsible manner and is ready to work with all countries to build a fair and reasonable global AI governance system and promote inclusive, beneficial AI development, he added.
