China solicits public opinions on draft amendment to Tax Collection and Administration Law
The full text of the draft amendment to the Tax Collection and Administration Law was published for public feedback on Friday, after its first reading at the 25th session of the 14th National People's Congress Standing Committee.
China's current Tax Collection and Administration Law was adopted in 1992 and underwent a major amendment in 2001. After 25 years, its incompatibility with tax collection and payment practices has become an increasingly prominent issue, necessitating urgent revision.
The draft amendment consists of 100 articles in six chapters.
The amendment not only focuses on national tax security protection, but also targets maintaining a law-based, fair economic and tax order.
It embeds the protection of taxpayers' legitimate rights and interests throughout the entire chain of institutional design, further creating a fair, transparent and predictable development environment for business entities, especially law-abiding taxpayers.
The draft amendment reflects new developments in the digital economy, stipulating that internet platform enterprises shall handle tax-related matters in accordance with regulations.
The public can either visit the website of the National People's Congress to review the full text of the draft amendment and submit comments online, or send their opinions by mail.
