Highlights of Xi's remarks at 2019 two sessions

At China's annual sessions of China's top legislative and advisory bodies, Chinese President Xi Jinping joined six panel discussions with political advisors and legislators, listened to their motions and proposals, responded and offered his views and made requests.

During the panel discussions, Xi listened to remarks by 48 NPC deputies and CPPCC members and commented on a wide range of issues, including literary and artistic innovation, ecological civilization construction, the uphill battle against poverty, rural vitalization, further reform and opening up, support for entrepreneurship, and military development.

Different from previous sessions where some provincial-level officials would speak in discussions attended by Xi, the deputies who spoke before Xi from four provincial-level delegations to the NPC were all from the grassroots.

This year marks the 70th anniversary of the country's founding. It's also a critical year for China to meet the goals to lift all Chinese people out of poverty and build a moderately prosperous society by 2020.

Many remarks Xi made during the discussions were inspiring and touching. Let's review some of them.

All of the country's achievements are created by the people and all of the glories belong to the people.

A country, or a nation, cannot be devoid of soul. Work on culture, literature, art, philosophy and social sciences cultivates the seeds and shapes souls.

People are the source of creation. Only by taking root in the people can the source for creation be inexhaustible.

All practitioners in culture, literature, art, philosophy and social sciences shoulder the important tasks of enlightening thoughts, nurturing sentiments and warming hearts.

Environmental protection and economic development are closely integrated and complement each other.

Building an ecological security shield and a beautiful landscape in northern China requires even more strenuous efforts and greater determination.

In the Chinese economy's transition from the phase of rapid growth to a stage of high-quality development, pollution control and environmental governance are major tasks that must be accomplished.

March 7. Panel discussion with deputies from Northwest China’s Gansu Province

There should be no retreat until a complete victory is won.

When the tough battle against poverty draws to a close, the heavier we need to beat the drums, and should never allow quick success or instant benefits or falsification.

The criteria of lifting people out of poverty is they should no longer worry about food and clothing while enjoying access to compulsory education, basic medical care and safe housing.

After counties are removed from the national poverty-stricken county list, officials shouldn’t immediately pull back, abandon burdens, or stop for a rest. They must continue the poverty alleviation efforts for the remaining poor, instead of giving up responsibility, ending policies or ceasing assistance and supervision.

The top task of implementing the rural revitalization strategy is to ensure the supply of important farm produce, grain in particular.

For our rural areas and our modern agriculture, the room for growth is still impressive. It’s a land of opportunities, a field of hope.

Our guideline is to serve the people, and we endeavor to help people pursue a better and happy life. We will take solid and substantial measures in achieving our goals.

March 10. Panel discussion with deputies from East China’s Fujian Province

We should create a favorable development environment for innovation, entrepreneurship and creativity.

When engaging in the real economy, we should do our principal work well, without distractions. This is our obligation.

China should seek momentum from reform and opening up, unleash to the maximum society's power for innovation, entrepreneurship and creativity, and keep improving the country's influence and competitiveness in a world that is undergoing profound changes.

The two sides of the Taiwan Strait should enhance economic and trade cooperation, infrastructure connectivity, energy and resource exchanges, and shared industry standards.

March 12. Plenary meeting of the delegation of the People's Liberation Army (PLA) and armed police force

The entire armed forces must clearly understand the importance and urgency of implementing the 13th Five-Year Plan for military development, firm up their resolve, intensify a sense of mission, forge ahead with a pioneering spirit, and go all out to carry out the plan so as to ensure that the set targets and tasks are fulfilled as scheduled.

The formulation of the 14th Five-Year Plan for military development should serve the demands of the national development, security and military strategies, and should take into account both the actual conditions and long-term development needs.
