Beijing's new sub-center in the Tongzhou District will drive the development of neighboring counties in Lanfang, North China's Hebei Province, officials said at a press conference at the State Council Information Office (SCIO) on Friday.

The "Beijing-Tianjin-Hebei Integrated Development Plan" has been published and circulated for implementation to help ease the withdrawal of more than 2,600 generic manufacturing enterprises in Beijing and enhance over 700 markets, Lin Nianxiu, deputy director of the NDRC, said at the press conference in Beijing. 

Lin also briefed the media on the breakthrough achieved in transportation, ecology and industry growth. 

Meanwhile, the railway system for the Beijing-Tianjin-Hebei region is being built, with progress made in public service construction and sharing.

 “With the new year, the Chinese central government and the State Council approved the plan for Beijing's new sub-center, the move is focused on strategic development of the Beijing-Tianjin-Hebei region,” Deputy Mayor of Beijing Sui Zhenjiang said. 

Talking about requirements for the planning and construction management of the city's sub-center, Sui summed hit on seven items - including positioning for the sub-center; high-quality development urban layout; scale and leading functions; urban style - to avoid the "urban disease" through integrated development. 

“Xiongan New Area Master Plan" has been recently approved by the State Council. 

“The master plan has clarified construction goals, spatial layout and the main tasks for Xiongan,” head of the Xiongan New Area Administrative Committee, Chen Gang noted.

Chen introduced that Xiongan New Area’s strategic positioning is striving to build non-capitalized functions and centralized host site for relocated businesses from Beijing. 

He also highlighted that the "Xiongan quality" will be shaped up and the spatial layout will keep the water and plants space ratio at 70 percent stability. Meanwhile, innovative styles will be developed and the intelligent green innovation will be promoted, he added. 

Chen also said that the Hebei Provincial Government issued the "Baiyangdian Lake Ecological Environment Governance and Protection Plan", to provide overall guidance from the aspects of ecological space construction, ecological water security, comprehensive river basin management, and ecological restoration in the lake area.
