Videos shared with Reuters show super typhoon Mangkhut wreaking havoc on the streets of the financial hub, uprooting trees and flooding streets and apartment complexes.
Mangkhut, with hurricane-force winds well over 200 kilometers per hour (124 miles/h), had barrelled past the northern tip of the Philippines, killing at least 50 people, on September 15.
It then skirted south of Hong Kong and the neighboring gambling hub of Macau, before making landfall in China.
There were no immediate reports of fatalities in Hong Kong.
