Wan Gang, Minister of Science and Technology, said at Saturday's National People's Congress (NPC) Press Conference that science and technology innovation prompts supply-side structural reform and improves people's livelihood.

Wan said science and technology developments serve to improve people's livelihood.
“With the development of bullet trains, new materials, new energy automobiles and AI, we have won many battles including the blue sky protection campaign,” he said.
He added the environment of science and technology innovation improves gradually. A good atmosphere of mass entrepreneurship and innovation has been fostered.
He added, in recent years, science and technology innovations have played an important role in answering people's queries, including the prevention and control of smog, ecological construction and the active defense of infectious diseases.
Science and technological poverty reduction is also an important area.
“In the future we will give a full play to green technologies, promote the development of energy-efficient and environmentally-friendly industries. We will also carry out entrepreneurial poverty alleviation and ensure food safety," said Wan.
Mass entrepreneurship and innovation
Opening up cooperation with a substantial economy is of great significance for entrepreneurship and innovation in China, Wan said, suggesting start-ups to actively follow the overall situation and absorb international innovative resources efficiently.
A pleasant innovation ecosystem should be encouraged to support innovative carriers, as a high-quality one can better serve the modernized economic system, Wan said.
Mass entrepreneurship and innovation is efficient to promote reform and improve China's internationalization level, Wan said, adding that technology incubators cross-straits have gained great popularity from entrepreneurs and the market.
Challenges in achieving scientific potential
“But we need to be alert to the challenges which lie ahead, and make the fruits of science and technology development better to serve the people and economic development,” said Wan.
“Our incentive policies focus on the transformation of scientific achievements. Great progress in this area has been made in our country. And more incentive policies are expected such as preferential tax. Besides, how to guarantee a stable income rise of major scientific researchers should be taken into consideration,” said Wan.
“We have met several difficulties in scientific and research management and its transformation into innovative service: one is fundamental research, the other is achievements transformation. The key to improving efficiency and increasing achievements in the whole chain is to serve our people. Our goal is to achieve the full potential and creativity of scientific and technological researchers in the process of relieving stress and eliminating redundant procedures,” said Wan.
The university-industry cooperation should focus on the development of new tech, including relevant universities and research institutions, and strengthen the technology transfer system to drive a deeper integration, Wan said.
Professional incubators should be built to motivate youths to innovate and start up their businesses, Wan added.
