Boat trips to the Statue of Liberty were canceled and signs were posted explaining that the government shutdown forced the closure.
US federal agencies have been closed many times before owing to budget issues.
Many services would stop except those necessary for national security during the government shutdown, causing daily losses of $6.5 billion, US media said.
