The second plenary session of the 19th Central Committee of the Communist Party of China (CPC) concluded in Beijing on Friday. A proposal from the CPC Central Committee on a revision to China's Constitution was adopted at the meeting. Major theoretical achievements, principles and policies adopted at the 19th CPC National Congress, especially Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, were proposed to be incorporated into the upcoming revision to the Constitution, according to a communiqué issued after the meeting. 

The reform of the national supervision system is a significant political system reform that affects the whole landscape and a major decision to strengthen the self-supervision of the Party and the state, according to the communiqué.

"Efforts to adhere to the rule of law should give priority to the rule of the Constitution. Efforts to adhere to the governing by law should put the governing in line with the Constitution in the first place," read the communiqué.

China is at a key historical period when it will build on past successes to further advance its cause. Decades of robust growth has laid a solid foundation for further development. China also faces unusual missions to overcome the basic contradictions in the new era, resolve the key issues in international relations and move toward building a great modern socialist country.

The second plenary session of the 19th CPC Central Committee discussed the revision to the Constitution and stressed the role of the Constitution. It consolidates the top-level design which ensures China will steadily move forward. Under the Party's leadership, the country had undergone more definitive reconstruction during the period from the 18th CPC National Congress to the 19th CPC National Congress.
