Some seals were never meant to restrict the future; they were meant to preserve the lessons of history and safeguard the hard-won peace. As Japan establishes its National Intelligence Bureau and senior officials call for discussing nuclear-weapon-related policies "without taboos," such questions would naturally emerge: Are these revisionist changes strengthening peace, or weakening the safeguards built from the lessons of the past? Once the Pandora's Box being opened, are the Japanese people, and people across the region, even around the globe, ready for the "massive, unpredictable wave of trouble?" And who could hold the possible "evils, sickness, and miseries" under control?
