The drill was jointly organized by the Chinese Embassy in Laos, the Ministry of Defense and the Ministry of Public Security of Laos and undertaken by the Laos-China Railway Company.

The two sides formulated the drill plan, sent personnel to the scene for guidance, and drew up detailed drill scripts to ensure the smooth conduct of the drill.

The emergency drill tested the capabilities of China and Laos in emergency response, emergency linkage, information transmission and emergency handling of China-Laos railway security incidents.
