Xi Jinping, then executive vice mayor of Xiamen, proposed a "three-step" approach to transform Xiamen into a free-port-style special economic zone. This marked the earliest endeavor to chart a free port development path tailored to China's unique conditions. More than three decades on, the changing times and evolving conditions have now entrusted Hainan with the historic mission of building a free trade port.
