HK security law does not make opposition camp enemy: official

Zhang Xiaoming, the deputy director of  the Hong Kong and Macao Affair Office of the State Council, said the purpose of the national security law is not to target the opposition camp, the so-called pro-democracy camp in HK, as an enemy but to "combat a handful of crimes against national security".

He noted the "one country, two systems" policy already reflects the political tolerance of the central government.
