This is the second government minister to resign amid the mounting pressure for British Prime Minister Keir Starmer to resign following his party's weak performance in the local elections last week.
Earlier on Tuesday, Miatta Fahnbulleh, a junior minister in the housing and communities department, resigned and called for Starmer to set an exit timetable.
"I want a Labour government to work and I will strive as I always have for its success and popularity, but I'm not seeing the change I think I, and the country expect, and so cannot continue to serve as a minister under the current leadership," Phillips wrote in a letter to Starmer.
Starmer has told his cabinet members in a cabinet meeting on Tuesday morning that he intends to "get on with governing," and the Labour Party's process for challenging a leader has not been triggered, according to British media.
