The search and rescue squads from Thailand and China said they would try to retrieve the last body today.
Among the 47 victims, 46 bodies were retrieved with the identities of 45 confirmed.
A total of 101 people were on the Phoenix - the capsized boat - when the tragedy happened. Of the 89 tourists on board, 87 of them were Chinese nationals.
The Thai Navy conducted rescue missions together with the Chinese Embassy. Wind and waves were mild, but numerous boats in the surrounding area deterred search and rescue work. Safety standards were established for the rescue crew before they went in the water.
The four ports will be more strictly controlled from today onwards. During bad weather conditions, boats would be asked to return to port immediately, said the spokesperson for the Thai Navy.
