China has been "very effective" in identifying poor households, as part of its targeted approach to poverty elimination, said Martin Raiser, the World Bank Country Director for China in an inclusive interview with CGTN on Wednesday.
The key pillars of China's poverty alleviation strategy are adopting a targeted approach and eradicating poverty by means of development. Moves including sending out officials to conduct original surveys of each family's conditions have helped China build a fairly good database.
"Targeting essentially involves knowing who the poor are and trying to direct the resources to them," Raiser said, noting that the identification of the poor has been very effective in China's poverty alleviation campaign.
The comprehensiveness of China's anti-poverty campaign has also been a highlight as the country is not just providing welfare benefits or raising incomes, its multi-pronged approach includes raising skills and increasing access to education.
"It is the right approach to help reinforce China's effort to alleviate poverty, as poverty is a multifaceted phenomenon," he cited.
Meanwhile, e-commerce is a unique element of China's anti-poverty campaign.
World Bank research shows that e-commerce has had a significant impact on local households who were encouraged to enter the online market, which has created new types of jobs.
The World Bank also found that e-commerce has worked most effectively close to the coastal regions where the infrastructure was in place, as well as places where some of the leading e-commerce entrepreneurs were returning migrants from coastal areas.
Raiser pointed out that more efforts need to be done to help develop e-commerce in China's west provinces which do not have favorable conditions like the coastal regions do.
