On January 26, 2014, just several days before the Chinese New Year, President Xi Jinping braved the bitter cold of -30 C to conduct an inspection tour in Inner Mongolia Autonomous Region. In Arxan, he visited the home of forestry worker Guo Yongcai, where he checked the root cellar, felt the warmth of the heated walls, and inspected the family's New Year provisions.

When he saw that some locals were still facing significant housing difficulties, Xi told local officials: "As long as there is even one family or one individual whose basic needs are unmet, we cannot rest easy. As long as people's hopes for a better life remain unrealized, we must tirelessly unite and lead the people in working together to achieve them."
