On Tuesday morning, To Lam, general secretary of the Communist Party of Vietnam Central Committee and president of Vietnam, arrived in Beijing to begin a four-day state visit to China.

Upon his arrival, he took a high-speed train to visit Xiong'an New Area in Hebei Province, becoming the first foreign head of state to visit this "city of the future."
